Om beter voorbereid te zijn op grote rampen en grensoverschrijdende noodsituaties heeft de Europese Unie het rescEU-programma in het leven geroepen. Dit programma voorziet in strategische voorraden, zoals blusvliegtuigen, medicijnen en medische apparatuur, die snel ingezet kunnen worden wanneer de hulpdiensten van een lidstaat het niet meer alleen aankunnen.

Philips levert hieraan een belangrijke bijdrage. Namens het Nederlandse Ministerie van Volksgezondheid, Welzijn en Sport (VWS) beheert het bedrijf een strategische voorraad met medische apparatuur waaronder draagbare echografieapparaten, zuurstofconcentratoren en monitoringsapparatuur voor het opzetten van intensivecare-units. Deze apparatuur is inzetbaar in noodsituaties en rampgebieden. EenVandaag bezocht de opslag om te zien hoe dit er in de praktijk uitziet. 

Strategische voorraad in geval van nood

Wat begon als een lijst met benodigdheden groeide, mede dankzij Philips' ervaring, uit tot een doordacht systeem. Samen met VWS ontwikkelde Philips onder meer handleidingen om IC-units snel op te bouwen. Ook zorgden ze voor meertalige apparatuurinstellingen (Duits, Engels, Frans, Italiaans en Spaans), en namen ze internationale stroomvoorziening, logistiek en onderhoud mee in het ontwerp.

Rob de Bie, Business Development Leader Critical Care bij Philips in Europa vertelt aan EenVandaag: “Namens de Europese Commissie en het Ministerie van Volksgezondheid beheren wij hier een strategische noodvoorraad van medische apparatuur. Vanuit deze opslag kunnen we medische hulpmiddelen leveren in noodsituaties en aan rampgebieden in heel Europa, maar ook daarbuiten. Denk aan het gebied in Turkije waar aardbevingen zijn geweest, of in Oekraïne, waar wij medische apparatuur hebben geleverd.”  

Potentieel 200 intensive cares

“Een intensive care unit bestaat uit vier pallets”, vervolgt De Bie terwijl hij de cameraploeg door de opslag heen leidt. “Wij kunnen op dit moment ongeveer 200 intensive cares tegelijk bedienen. Vanaf het moment dat een verzoek binnenkomt, zorgen wij ervoor dat de apparatuur binnen 48 uur operationeel is op locatie in Europa of zo nodig daarbuiten. Een unit omvat bijvoorbeeld echo-apparatuur en IC-apparatuur om patiënten te kunnen diagnosticeren en behandelen”.

Afhankelijk van de situatie wordt bijvoorbeeld de draagbare Philips Lumify geleverd, waarmee zorgverleners aan het bed of zelfs in het veld snel inwendige bloedingen of hartproblemen kunnen opsporen. De scanners ondersteunen medische teams bij beeldvorming voor diagnose of triage. De patiëntmonitoren en ondersteunende apparatuur kan gebruikt worden om een IC op locatie te bouwen. Met deze technologie kunnen artsen en verpleegkundigen zorgen voor bewaking van vitale functies bij patiënten. Ten slotte, om direct te kunnen reageren bij een crisissituatie, wordt er naast de technologie ook een 24/7 servicebureau ingericht voor transport, technische ondersteuning en training op afstand.

To be better prepared for major disasters and cross-border emergencies, the European Union established the rescEU program. This initiative provides strategic reserves - such as firefighting aircraft, medicines, and medical equipment - that can be rapidly deployed when a member state's emergency services can no longer cope alone.

Philips plays an important role in this effort. On behalf of the Dutch Ministry of Health, Welfare and Sport (VWS), the company manages a strategic stockpile of medical equipment, including portable ultrasound devices, oxygen concentrators, and monitoring systems for setting up intensive care units. This equipment can be deployed in crisis situations and disaster zones. EenVandaag visited the warehouse to see how this works in practice.

Strategic emergency supply

What began as a list of required equipment has evolved—thanks in part to Philips’ experience—into a well-designed and coordinated system. In collaboration with VWS, Philips developed setup guides to enable ICUs to be deployed quickly, ensured multilingual device settings (German, English, French, Italian, and Spanish), and incorporated international power standards, logistics, and maintenance into the concept.

Rob de Bie, Business Development Leader Critical Care at Philips in Europe, tells EenVandaag: “On behalf of the European Commission and the Ministry of Health, we manage a strategic emergency stockpile of medical equipment. From this central facility, we can deliver medical supplies to crisis areas across Europe and beyond. Think of the earthquake-affected region of Turkey, or Ukraine, where we have delivered medical equipment.”

Potentially 200 intensive care units

“Each intensive care unit consists of four pallets,” De Bie continues, while leading the camera crew through the warehouse. “At the moment, we can support around 200 intensive care units simultaneously. Once a request is made, we ensure the equipment is operational on-site within 48 hours - anywhere in Europe, or if needed, beyond. A unit includes, for example, ultrasound systems and ICU equipment to help diagnose and treat patients.”

Depending on the situation, this might include the portable Philips Lumify, which allows caregivers to quickly detect internal bleeding or heart conditions at the bedside - or even in the field. Scanners support medical teams with imaging for diagnosis or triage. Patient monitors and supporting equipment enable the setup of a full ICU on location. With this technology, healthcare professionals can monitor patients’ vital signs in real time.

Finally, to ensure rapid response in any crisis, the system also includes a 24/7 service center to support logistics, remote training, technical assistance, and ongoing maintenance.
